 The knob to select IPv4-preferred or IPv6-preferred in 8.X is
 $ipv6_enable.  If you want IPv4-preferred with ipv6_enable=YES,
 please use /etc/ip6addrctl.conf.

 The $ip6addrctl_policy is one introduced in 9.X and later for
 selecting one of them independently from whether IPv6 is enabled or
 not.  This variable is not supported in 8.X.
