Patch to update to 0.8.3

Syncthing and older versions syncthing-inotify have a disagreement about
ignores processing that I suspect is affecting our use of it in the freebsd=
.org
cluster. As a precaution I've updated it to the current version.

Of note: it now has a new godep and pulls syncthing/lib/ignore/ out of
syncthing's source itself. This is weird - it uses an old version of
syncthing, but that's what the native build does. I've specified the tag n=
ame
and confirmed that it matches the hash equivalent. This reuses the old vers=
ion
that is stashed in the distcache mechanism.
