No it won't. /usr/ports/security/ssh is not OpenSSH. If you want to
install OpenSSH from the ports into a 3.x system,

  /usr/ports/security/openssh

Neither /usr/ports/security/ssh or /usr/ports/security/ssh2 use
OpenSSL.
