Yes.  Most of the time.

Yes.  There are times that you want the host to do the
encryption/decryption, and other times you want the card to do it.
Doing it on the host mostly works around broken firmware, but there is
some firmware I think that moves this function to the host to have a
smaller firmware part.  This last bit is conjecture from one person
and I've not been able to confirm it with intersil.
