misc/utf8locale

NB: Currently, the freebsd ncurses library is not exactly ready
for unicode methinks. ncurses 5.3 (ncursesw) is probably best.
But, if you --enable-widec (to get ncursesw) in devel/ncurses you
get a compilation error.
