I have done the same thing but it works OK:

in .cshrc :

# Begin
setenv  XNLSPATH /usr/X11/lib/X11/nls/
setenv  XKEYSYMDB /usr/X11/lib/X11/XKeysymDB
# I don't know if the following two are necessary
setenv LC_CTYPE iso_8859_1
setenv LANG C
# End

I think this will do the trick.
