I have PPP working just fine on my 4.6-STABLE installation, however, I'm
not using PAP nor CHAP, and I have no idea what I'm dialing into. You
may already have set this, but if not, its worth a try. In your
/etc/ppp/ppp.conf file, ensure the logging setting is set up *ATLEAST* as:

set log Phase Chat LCP IPCP CCP tun command

This will log much more than the typical setting of

set log phase tun

I hope this helps... :-)
