Actually I do have Dummynet in the kernel:

pfw pipe show

q00001: weight 1 pipe 1   50 sl. 1 queues (1 buckets) droptail
    mask: 0x00 0x00000000/0x0000 -> 0x00000000/0x0000

Only certain weights refuse to work and I have no idea why.
