Maybe.

What, so anyone can type

$ shutdown now

and get a root prompt? That's easier than getting a root prompt by soln
1, surely? I'd just add users to the group /sbin/shutdown is owned by,
and chmod 4550 it (owned by root).

Or use sudo as someone else suggested.
