You need to configure your kernel with the berkely packet filter device.
Look at /usr/src/sys/i386/conf/GENERIC at the last few lines.  You'll see:
#pseudo-device  bpfilter 4      #Berkeley packet filter

Uncomment that line rebuild your kernel and you're all set.
