freebsd_sysctl v0.0.7 Python Module

- Port and PyPi package renamed to freebsd-sysctl (although the import name=
 is
still freebsd_sysctl)
- `sysutils` is added as secondary category. The library gives programmatic
access to sysctls from Python, but is not meant to be a system utility for
direct usage.
