I don't know whether Xfree86 supports arabic or iso-8859-6,
but mule is multi-lingual support, and supports iso-8859-6
 & especially arabic-mode.
My mule is for Japanese, but it has arabic mode, and line flows
right to left. There is no arabic font, so font face is not arabic.
You may find out arabic font from somewhere, and set X-resource,
and locale and .emacs properly, then you will see arabic in mule, 
I think.
