I use the following lines in my /etc/X11/XF86Config

Section "ServerFlags"
        Option  "standby time"  "10"
        Option  "suspend time"  "20"
        Option  "off time"      "30"
EndSection

and add the following to you Section "Monitor"
        Option  "dpms"

My monitor is "Green" and these cause the monitor to go into lowpower
mode.
