Remember that the behavior of resolvers varies widely between
different operating systems.  FreeBSD and most of the unixes have
a reasonable behavior of trying the first listed name server,
waiting a short time then trying the next nameserver.  MS-Windows
at least through ME has the behavior of trying the first namserver
over and over till 90 seconds have passed before first trying the
second.

The quality of a system is demonstrated by how it behaves under
stress.
