IMO we shouldn't do anything about this in the context of the git migration; this issue existed in the CVS repo and exists now in the SVN repo. A statement like you propose is reasonable, although I'm not sure where it should be. I suppose we could have a repo history file to document things like this, the first real SVN commits after the CVS->SVN conversion, etc.
