 Martin,

first of all thanks for taking the time to submit a patch
 for updating latexmk.

Now, latexmk-307a is still the latest 'stable' release of
 latexmk:
 http://www.phys.psu.edu/~collins/software/latexmk/

Although there are a number of new 308 'test' versions, the
one contained in the patch is not the latest of these ...
 http://www.phys.psu.edu/~collins/software/latexmk/versions.html

Do you have a particular requirement for 308? Depending on
 this, we can either:

 i) keep with 307a until 308 is blessed as the next 'stable'
 release

ii) update to the latest 308 version (currently 308l)

 Fernan
