I have had success using the ALPS_TSBH1 tuner of the bktr driver

    sysctl hw.bt848.tuner=13

My hw.bt848.card value was set at -1, I didn't change it.

Using fxtv, I was able to receive video through the
"composite" and "S-Video" inputs. This worked regardless of
tuner setting.
After setting the tuner, I was able to receive signal from
television station broadcasts (also in fxtv).

I was using it with FreeBSD-6.1 release. I don't know anything
about PC-BSD, so I hope my information at least gets you a little
closer to something functional.
