Hmm.. it would be nice if it were possible to "lock" a subtree of the CVS repository, perhaps by sticking a file ".cvs-lock" or something directly in the corresponding repository directory.. then CVS could check for this file and, if found, return an error and print out the file when a commit was attempted..
