I can't say I've ever seen anything like that myself, but I tend to set most 
of  them in make.conf like this:

.if ${.CURDIR:M*/www/linuxpluginwrapper}
WITH_PLUGINS=yes
.endif

Turning things on globally seems a bit dangerous to me.
