pkg-config has a built-in pkg-config.pc file that can be queried.

% pkg-config --print-variables pkg-config
pc_path
% pkg-config --variable=3Dpc_path pkg-config
/usr/local/lib/pkgconfig:/usr/local/libdata/pkgconfig:/usr/libdata/pkgconfig
