You can give the user the same uid and gid numbers as root,
0 0. If you want a second account to use like a root account, while
leaving 'root' ready for emergencies (no exotic shells or dotfiles to
get it going), 'toor' comes ready to go in this role 'out of the box.'

Note that if you make a user root by giving him the same uid number,
applications that identify the user soley by uid will see him as
root.
