You need the X developement packages or something...

xpm.h is a header file of course and developers need thos sorts of things.

This includes you if you want to compile anything.

Did you upgrade your X?  I got XFree86 4.02 and I forgot the development
tar.gz and had to go back and get it to do any port building for X.

Perhaps this is the missing piece of the puzzle?
