Internet(1000M) --Router--Server----Switches----Users(10M,2M,20M....) 

1:The flows rate of users are different, user A is 10M, user B is 2M, user C
is 20M....;
2:Can I use the 'Server' limit the flow of Internet ?

Can 'ipfw+dummynet' of Freebsd works as the Server ?

Or could you give me a solution ?
