Did you make sure to wire down ICQ to a range of ports?  ICQ tends to
create random ports for TCP traffic unless you specify a range.  Also,
if these are the official Windows clients double check to be sure ICQ is
honoring your request.  Some versions of ICQ ignore the specify ports
field.
