We have a winner!

/sbin/sysctl kern.maxfiles kern.maxfilesperproc:

kern.maxfiles: 104
kern.maxfilesperproc: 93

So I:
/sbin/sysctl kern.maxfiles=1064
/sbin/sysctl kern.maxfilesperproc=1064

Samba is uber happy now!  Yay!

I took the values from my old FBSD 4.2-RELEASE machine.
