The original intent of MAINTAINER was for protection for people who had
large works-in-progress that would suffer cvs merge conflicts or were the
primary developer of a piece of software.  Will is neither.

FreeBSD's src tree is a shared pool of code, not a collection of mini
fiefdoms with barricades around collections of protected code.

There are some special cases though where the scope of doing work on
something that we *need* in the base tree (eg: gcc etc) has special
requirements as there are huge changes going on for tracking an external
source and trying to keep our stuff in sync.  But things like make(1) dont
need this.  Yes, it is nice to have a primary contact for make, but Will
doesn't need special powers in order to be assigned PR's or apply patches
or work with the NetBSD/OpenBSD folk to get things closer together.

If we actually did end up with a merged make that was the same in all
trees, then IMHO that would warrant it, but not right now.
