Ntp automatically cranks down the polling rate as it calculates the drift on your local clock. It may take a few hours for this to happen. If you didn't want that precision, why did you pick clepsydra.dec.com (a strat-1 time server) in the first place? http://www.eecis.udel.edu/~mills/ntp/servers.htm lists a boatload of strat-2 servers you can pick from.
