How does that help? The problem is namespace pollution.

Consider

cd  /usr/src/usr.bin
make install

Does this mean

cd /usr/src/usr.bin/install
make all

or

.for d in ${SUBDIRS}
(cd /usr/src/usr.bin/${d}; make install)
.endfor
