My first guess is that your local/Makefile needs the same include as any 
of the others... see:

   grep include /usr/ports/math/Makefile

and add that to yours. You will probably need to do a 'portdb -uU' and 
'pkgdb -F' afterwards, but I'm not as sure about those steps (and the 
first one takes a while).

Anyone, please correct me if I'm wrong. I'd like to know. :)
