I'm not sure which lock you are talking of.

Anyway, the problem has nothing to do with igb driver as NICs supported by
igb(4) driver have no hardware support for PPPoE per-queue distribution,
period.

Though, feel free to open new PR if you have performance problems with
netisr(9) queues or "PPPoE instance lock" (no matter what is it).
