Perhaps the mirror you are using, or your cvsup file is messed up.  Try
with this minimal cvsup file


*default host=cvsup18.freebsd.org
*default base=/var/db
*default prefix=/usr
*default release=cvs tag=RELENG_8
*default delete use-rel-suffix

*default compress

src-all
