A "200 user" load should be trivial unless they're all using pine at the same time. All (sendmail, postfix, qmail) can do the same things, but qmail and postfix are much simpler to configure and should have fewer security issues. I've tried moving from sendmail to both qmail and postfix. My experience with postfix was the better of the two. It's been a while, but I seem to remember qmail requires (supported) patching to understand /etc/aliases which we depend on heavily.
