I could have reassigned it to perl@ but I did not mainly because perl@
already has a huge amount of ports to maintain so it lowers the workload
for them and it gives the opportunity for non-committers to take
maintainership and practice with relatively easy-to-maintain ports.

Indeed, I recently committed a bunch of updates on perl ports based on
PRs sent by someone willing to maintain them and I believe it could lead
to interesting contributions from outsiders.

Moreover this is the policy that was applied so far by portmgr@ when
reassigning perl ports to the heap (see for instance r309602) so I
followed their example.

Hope this clarifies my choice!
