When the make is done, it pulls the latest Frontpage extensions.  
When make install is done, it installs the extensions.

I have gotten some success by doing this:

in /usr/local/frontpage/version4.0/bin
  ./fpsrvadm.exe -o install.

once I did this, I can publish the site.  Now, I'm tracking
down some permission issues.

(btw, I saw the same questions asked as part of the <make install>

In your steps, I don't see where you installed the Frontpage extensions for
UNIX. That is apparently why it's telling you that. FrontPage extensions
can be downloaded from MS....
