First things first.  What happens if you turn off ALL the
ethernet cards?  And ALL the goodies you might possibly need
later on?  (You can always boot -c and reenable them.)  This will
narrow the field to whether the ethernet card is at fault.

And why do you think the ethernet card should be at those
addresses just because you know they are free?  Do you have it in
Plug-and-Pray mode?  That can really be funky in some 486 BIOSen.
