This verbiage never had any meaning except in countries signatory to
the 1910 Buenos Aires Convention (basically the Americas), and it was
rendered obsolete in 2000 when the last of the BAC countries signed
the Berne Convention, which grants automatic protection without
requiring any notice or registration.
