It was added to /sys/conf/options at the same time the #include was added to /sys/netinet/ip_fw.c (and /sys/netinet/ip_input.c). You should run `config -n CONFIGNAME' and see if that generates an opt_ipfw.h file for you... Certainly it worked here.
