Linux is a kernel, not an OS. _Linux_ doesn't have hosts.allow and hosts.deny files (or even knows what they are). These files are configuration files used by Wietse Venema's "TCP Wrappers", a well-known piece of software used for security purposes. Some Linux _distributions_ might install TCP wrappers by default, some might give it as an option during installation, and some might not install it at all. It's all up to the distribution, really. If you want to install it under FreeBSD, you may install either the port or the package.
