Looks better but there are still some issues.  I consider the dependencies
problem a blocking issue.

XPKGNAMEPREFIX=3D ${PY_FLAVOR}-

Use

PKGNAMEPREFIX=3D  ${PYTHON_PKGNAMEPREFIX}

here.

XLICENSE=3D       BSD3CLAUSE

Consider adding LICENSE_FILE here too.

When I run it this happens

Looks like there are some dependencies missing. setup.py has this

install_requires=3D['catkin_pkg', 'rospkg >=3D 1.0.37', 'rosdistro >=3D 0.4=
.0',
'PyYAML >=3D 3.1'],
