(as a user) Actually you _can_ find them without admin privileges, but not all that easily :) I agree that the internal representation of a ClearCase view leaves quite a bit to be desired in terms of transparency. I count that as another implementation detail: we could do that part differently if we were to write a BSD-licensed VCS, even if we modelled its user- level behavior on ClearCase.
