Make sure that you've selected "sendmail_enable=NO" in
/etc/rc.conf.  It's possible that you've selected
"sendmail_enable=NO" in /etc/defaults/rc.conf but it is being overridden
in /etc/rc.conf

I realize that it may be a bit confusing, but that's the answer. :)
