It works fine here.
For example, try the following direct link to the English handbook in
zipped pdf format:

ftp://ftp.freebsd.org/pub/FreeBSD/doc/en_US.ISO8859-1/books/handbook/book.pdf.zip

Failing that, you could also try a mirror site, i.e:

ftp://ftp.uk.freebsd.org/pub/FreeBSD/doc/en_US.ISO8859-1/books/handbook/book.pdf.zip
