Two problems that I see:

One does not simply use addresses in the same broadcast domain on two =
interfaces.

Did you compile a custom kernel? This is mandatory to use VNET at least =
on RELENG_11.
Not sure about RELENG_12 and I=E2=80=99m quite busy now. Sorry - please =
check yourself.
