For portmaster, it's not okay because there are not many people in the world that can do the job. People have put their name on ports before just to bookmark them from getting pruned and they never had intention of maintaining it (in some cases weren't even capable of doing it). Whomever maintains portmaster needs to be vetted for qualification (or better yet, fix it before taking over the port to prove they can)
