No, I don't think you are missing anything. SVN does not support forced commits. There ways in which one can modify a commit message in retroactively in subversion, but with FreeBSD's setup (with mirrors, and CVS exports, etc.) this apparently does not work too well. There was a discussion about this about a month ago on this list which went into more detail.
