adduser, and anything else that makes use of the getusershell(3) call.

Just put that in there; the computer won't care.

This is my ftp entry from /etc/passwd (don't ding me about the password!):

ftp:*:65533:65533:anonymous FTP user:/usr/anon:/nonexistent

Note the shell is /nonexistent.  Works great.
