I did an "All" install and I didn't get them either.
But the files are in /usr/src/share/examples/cvsup, and you can copy them
from there to the /usr/share/examples/cvsup directory.

With the ISO, if full source is not installed, the user can run 
/stand/sysinstall, select Configure an existing system > Distributions >
src > and choose share, if the entire src is not wanted.  I think that
will populate the /usr/src/share/examples/cvsup directory.
