I don't know if you've already figured this out, but I just encountered
this same problem and figured out what the solution was.

I had cvsup'd and remade world, and I had also remade the /dev tree.  This
had changed alot of the permissions of the /dev/tree.  The /dev/tty was
changed to crw-------.  It needs to be crw-rw-rw-.  This solved my
problem, maybe it will solve yours if you still have it.
