POSIX says quite clearly:

	The name space of environment variable names containing lowercase
	letters is reserved for applications.
		(XBDd5 section 8.1, line 5822)

However, this obviously cannot bind programs such as `fetch' which are
considerer ``applications'' with respect to POSIX.
