0.0.0.0 is an invalid address (unlike the RFC1579 addresses).  So if
some peer is suggesting it, the actualy address *must* be negotiated
by the IPCP peers.  The RFC1579 addresses are valid, but should not be
routed.  Anyway, it would still make sense to use them for private PPP
links.
